- ➤ Rep. Jeana Ross pre-filed HB 78 to set research-based screen time limits in early learning programs in Alabama. If passed during the 2026 legislative session, the bill will require the state to develop guidelines for child care, pre-K, & kindergarten classrooms to balance technology with hands-on learning.
